Pakistan wants to build one of the biggest and costliest dams in the region. But it has no money and no multilateral institution would fund the project.
The Dam on the River Indus will submerge more than 100 km of one of the highest paved roads in the world, the Karakorum Highway. It will also drown parts of Chilas Town and more than 50,000 ancient rock carvings and inscriptions.
